Is it possible to get the penalty reduced for driving without insurance?

Yes, it is possible, but ultimately up to the court.  They are allowed to reduce the imposed penalties if you provide proof that you have, 1) not had more than one violation or insurance violation within the last 24-36 months AND 2) purchased a 6 month insurance policy that meets all the qualifications of ARS 28-4009.
