What is "Service" by mail with signature?

This method allows you to send the court papers to the other person by Certified Restricted Mail and the other person (no one else) signs a green card saying that they received the envelope.  The post office then mails you back the green card as proof of service.  If the other person does not sign the card or pick up the papers, everything is returned back to you unsigned.  If everything is returned back to you unsigned, you will have to try another method of service.
